The Winter Scratch League was first instigated at a County Committee Meeting on 13 October 1976 when Mrs Jean Taylor of Ellesborough GC proposed that the County might introduce a Winter League inviting Clubs to field a team of five players. The Committee agreed the proposal and Mrs Taylor was appointed as the Organiser. On 20 July 1977, at a County Committee Meeting, the format of the Competition was agreed: it would be Greensomes Foursomes with three pairs representing each Club. Mrs Meurice Peaker of Burnham Beeches GC was appointed to organise the League. At the next Committee Meeting on 16 November 1977, enthusiasm for a Winter League and its future led to a proposal that a trophy, ‘a lady golfer’ presented by Miss Judy Cousins be played for and be named the Jubilee Winter League Trophy; thus the inauguration of the Winter Scratch League.

At a Committee Meeting on 22 March 1989, the Meeting agreed that Buckingham GC and Hazlemere GC would join the Winter League making a total of 12 clubs. It was also decided to make two divisions to reduce the number of matches to 5 for each participating Club and it was agreed that each division should, as far as possible, be of equal strength. The winner of the Winter League would be decided by a play-off between the winners of the two divisions.
